How a system is sized
Roof area sets the volume. A gutter does not carry rainfall; it carries whatever the roof surface above it delivers. Then the water has to go somewhere. On the tighter lots typical of newer communities, discharge landing beside the slab soaks the soil the house sits on. Downspout extensions move it out to ground that falls away; where a yard already holds surface water on its own, a French drain is the right tool instead.
Only the first of those is solved by cleaning. The rest are design or condition problems, and treating them as maintenance is how homeowners end up repeating the same call every rainy season.
